The H-1B Visa Debate Highlights the U.S. Tech Talent Shortage

A heated debate has emerged among supporters of former President Donald Trump, centering on the H-1B visa program, which allows U.S. employers to hire skilled foreign workers in specialized fields, particularly technology.

On one side, figures like Steve Bannon, Trump’s former strategist, have called the H-1B program a “total and complete scam.” On the other, tech leaders like Elon Musk argue that highly skilled foreign workers are crucial to the U.S. tech industry.

The U.S. issues 65,000 regular H-1B visas annually, plus an additional 20,000 for top-performing international graduates. This program is vital for allowing foreign students—especially in STEM graduate programs—to stay and work in the country after graduation.

At institutions like Rice University, where I teach, much of the STEM research is conducted by international students. This trend holds true at most major U.S. research universities.

As a computer science professor and immigrant who studies the intersection of technology and society, I believe the H-1B debate overlooks key questions: Why does the U.S. rely so heavily on foreign tech talent? Why hasn’t it developed a strong domestic workforce in these fields?

The U.S. has long been a hub for the world’s brightest minds. From the European refugees who contributed to the Manhattan Project to programs like Fulbright, the country has reaped immense benefits from its openness to global talent.

This is reflected in the fact that 40% of U.S. Nobel Prize winners in chemistry, medicine, and physics since 2000 have been immigrants. Moreover, tech giants like Apple, Amazon, Facebook, and Google were founded by first- or second-generation immigrants. Since 2018, more than half of the country’s billion-dollar startups have also been immigrant-founded.

Some Trump allies have called for limiting foreign graduates’ access to U.S. employment, which could drastically reduce their enrollment in American universities. This would be devastating, as roughly 80% of graduate students in computer science and engineering programs are international.

Losing these students would severely weaken research capabilities, as they perform much of the hands-on work in U.S. labs. Their contributions are undeniable—for instance, foreign-born scientists played pivotal roles in developing the Pfizer and Moderna COVID-19 vaccines. Reducing the appeal of U.S. STEM graduate programs would harm American research competitiveness.

If the U.S. needs so much tech talent, why aren’t more domestic students pursuing advanced degrees? The answer appears simple: there aren’t enough qualified applicants.

In 2023, only 37% of admitted computer science PhD students were U.S. citizens. The primary reason is financial: while new computer science graduates can earn up to 150,000 annually inSiliconValley∗∗,PhD students typically receive∗∗stipends below 150,000 annually in SiliconValley∗∗,PhDs tudents typically receive∗∗stipends below 40,000 per year, and earning a doctorate takes about six years.

For many, the financial sacrifice isn’t worth it. Yet academic research remains essential for technological innovation—a 2016 analysis found that university-driven research plays a critical role in high-impact tech sectors.

Amid a tech cold war with China, maintaining leadership in innovation should be a national priority. Yet the National Science Foundation’s annual budget for computer science and engineering is just 1billion∗∗,compared to the∗∗1billion∗∗,compared to the∗∗50 billion that Google’s parent company, Alphabet, spends yearly on R&D.

Universities pay low stipends because they lack funding. Rather than addressing this gap, the U.S. has relied on international students to compensate for the shortage of domestic talent.

The H-1B debate should prompt deeper reflection: Does the U.S. want to remain a global tech leader? If so, it must invest more in education and research. However, recent federal budget cuts to science funding suggest the government is exacerbating the problem rather than solving it.

Without action, dependence on foreign talent could turn into an irreversible crisis for U.S. competitiveness.
